At Lockhart's suggestion as Colonial Secretary, the Registrar General being responsible for adapting the machinery of administration to the circumstances of the new territory and the functions of the village communities as tribunals in the judicial system of the new territory, grafted the Ching or Chinese administrative system outlined in M'Lucas' minute, which is required for the gradual introduction of legislation.

I think I am fully in accord with Mr Lockhart's views. The laws of the Colony cannot be applied directly now to apply to the new territory. I am not prepared to decide without further experiment that the new territory can be economically developed.
